2 What does the response promise?
It helps distinguish an institutional response and a promise to investigate from an explicit decision to adopt a proposal.

The fictional planning group promises to investigate problems and adjust the parameters of the Kuijian Council, while opposing an advance restriction of discussion to a particular theoretical form. It does not explicitly adopt eight-plus-eight seats, five-minute statements or voting rights for those leaving the candidate group.

3 How rules become a page
